DBARA Board Meeting
Minutes October 5, 2009

Old Business:
- Steve Szabo will be responsible for the Club Repeater
- Bill Schwartz has agreed to take over as Control
Operator
3. It was agreed the announcements on the repeater
would be reduced-
both in frequency and number. Motion brought
by Paul Milward, 2nd by Art
Byrnes- passed by unanimous vote.
New Business
- Steve will have 100 Banquet Tickets ready for next
General Meeting.
- Tom Davies will double check Time, Menu, and Price for
the tickets.
- John LoCicero will call to confirm Professor Alfred
Helfrick’s (K2BLA) planned presentation on Moon Bounce for the October
General Meeting program.
- Prizes for the Awards Banquet Door Prizes were
discussed.
- It was agreed to set a budget not to exceed $500.00
for the Banquet. Motion brought by Art Byrnes, 2nd Paul
Milward. The vote was unanimous in favor of the motion.
- The next License Testing Session will be planned for a
Saturday in February at 9 am. John Locicero will arrange to reserve the
church meeting room for the testing location.
- Club equipment still needs to be picked up from Frank
Haas KB4T. The Icom HF rig will be donated to a school in Deland as part of
the Club School Project. Motion Art Byrnes, 2nd Paul Milward
The vote was unanimous in favor of the motion. The Club tower will be stored
at Tug Landing. Bill Schwartz and Steve Szabo have volunteered to store
Club equipment.
- Steve Szabo will assess the physical repeater equipmen.
7:55 All business being concluded, the Motion to end the
meeting was brought by Tom Davies, 2nd by Paul Milward. The vote was
unanimous to adjourn the meeting.

1. Saturday morning meeting……nothing heard from the
members as of yet
2. The possibility of holding a Mini Tailgate Party
and sale combined with breakfast
was discussed with no conclusion.
3. Repeater Issue………tabled until Frank Haas KB4T can
expand on that aspect
New Business
- Special Awards for the upcoming Awards Banquet were
discussed and approved by all board members.
- John LoCicero K4TUG will contact Darrell Brock N4GOA
regarding making award plaques again this year.
- John LoCicero has found a grant for participating
schools this year from Best Buy for $2500 so the school can buy computers if
the school is involved in communication programs like ham radio.
- Theme for the Sept. General Meeting is D-STAR Radio
presented by Fred Magliacane KF4VRS
- It was determined by popular agreement that all major
business should be brought to a Board Meeting for discussion and presented
to the General Membership by the Board, rather than tying up the General
Meeting with discussions better suited for the Board.

6:55 PM Meeting brought to order
Old Business:
- Purchase of a CD from Wachovia Bank has been
completed.
- School Project: John LoCicero shared info with the
Board on the upcoming Presentation August 10th by the DBARA
Speakers Bureau to the Volusia County School Board. Speakers George Silver
WB4DVP, Leah Bowen AJ4MR, and Jim Needham AJ4GM will explain the DBARA After
School Program to 40 plus educators who may want to include such a program
at their schools.
New Business:
- The speaker for the August DBARA General Meeting will
be Paul Sauro KG4VXW who will give presentation on the History of Ham Radio.
- Martin Wilcox is heading up a very active Election
Committee. Letters have been sent to each member and several emails have
been posted to the Yahoo Group seeking candidates for the upcoming election
of Officers for 2010.
- The new DBARA Thank You and Invitation Cards produced
by George Silver were unveiled. They will be the standard for such
communication in the future.
- The possibility of meeting on a Saturday instead of
Monday evening was discussed. Sparky Lammers and Bill Schwartz felt a
change in meeting time and day would be helpful in adding school age
youngsters as active members of the Club. The location provides the only
draw back to presenting the idea to the membership at this time.
- Discussion of a Donation to the Presbyterian Church
for their kindness in allowing us to regularly use their meeting hall. A
motion was brought by Paul that DBARA make a donation of $200.00 this year
and a donation should be reconsidered each year at this time as long as we
are using their facilities. 2nd Bob Ledford. Motion carried by
a majority vote. A Yahoo Reminder will be set for next August.
7:38 Motion to adjourn was
brought by Paul Milward. 2nd Bob Ledford. The vote was unanimous.
All business being concluded, the meeting was adjourned at

Old Business:
- Purchase of a CD from Wachovia Bank has not yet been
completed.
- A suitable Information Officer Volunteer has not been
found. Frank Haas KB4T volunteered to attempt to secure a suitable
Information Officer. A poll of the Board was unanimous in favor of Frank
Haas locating and securing a volunteer. The Board also felt Frank Haas,
himself, would be an excellent Information Officer.
- The Donated Radio Equipment Lend Lease Committee
Report and Recommendations were discussed. Several amendments were agreed
upon. After a rewrite the motion to accept was tabled and will be handled
by an email vote of the membership.
- Art Byrnes KA4WDK has volunteered to administer the
loan program.
- A Thank You card was sent to Joe Daley N2GBT for the
donated Field Day Commemorative Poker Chips.
New Business:
- The School Project was discussed. A video of the
recent ARRL Teachers Seminar attended by local Ham school project advisors
was shown. Mark Spencer from the ARRL has agreed to conduct a similar
seminar in Daytona Beach next year if there is sufficient interest in
attending.
- Frank Haas urged that a Nominating Committee for this
year’s DBARA election be appointed immediately. Frank also suggested the
Election Committee look into the successful technique used by Lynn “Stinky”
Strub K4POO 2 yeas ago.
All business being concluded, the meeting was adjourned at

7:00 PM Meeting brought to order
Old Business:
- Purchase of a CD from Wachovia Bank has not yet been
completed.
- It was discussed and generally agreed that a Committee
should be set up to investigate procurement of a permanent Club House.
- The Radio Response Team will fall under the auspices
of CERT and therefore be an officially sanctioned effort.
- Classes will be held at DBPD
- Jose Fernandez AJ4BN will Chair the Team.
- 20 Hams have signed up to participate
New Business:
- Art Bynes has agreed to reprise his role as Club
Auctioneer for the May DBARA meeting.
- An assistant will be needed to help tag and keep track
of items sold for the Auction.
- John LoCicero has called Ham Radio Clubs in
surrounding areas to notify them of the auction.
- Field Day: The Food Committee (Mike George KE4K,
Glenn Karel WB4WHN, Tom Billiello K9WLF) will have a $500 budget. Motion:
Frank Haas 2nd: Bob Ledford. Agreement unanimous. SO far the
Food Committee has 83 signed up to attend.
- A Lend/Lease program to help handicapped and those who
cannot afford radio equipment to pursue the hobby. .
- Paul Milward will head up the committee
- A Waiting List should be established.
- All applicants need to Licensed Hams and be DBARA
Club members.
- 30-60 Days waiting period before installation of
equipment.

Old Business:
- Committees have been formed for the Field Day Picnic,
Awards, Squirrel Fisherman Contest, and the HF Contest
- Frank Haas will look into the options available to
invest Club monies. $3000.00 will be invested. Motion- Bob Ledford, Second-
Art Byrnes. The vote was unanimous.
New Business:
- DBARA has a new volunteer Information Officer- Phil
Carter NW4X
- The March General Meeting Program, Skywarn
Certification presented by Scott Spratt. The class will take up the whole
meeting.
- Steve Szabo WB4OMM has arranged for rental of Bethune
Park Pavilion for Field Day. This requires payment of $166.50 use fee.
Motion to reimburse Steve Szabo was brought by Bob Ledford, Second- Art
Byrnes. The vote was unanimous.
- The upcoming Tech Class needs to be advertised on the
Club repeater, in the News Journal and as many other locations as possible.
- Interest in a Response Team needs to be ascertained
via poll of membership. Entail establishing useful links in other areas.
It would function as a Club project. A trial run would be 8 to 10 hours
with a point to point objective. This would provide another avenue of
service for the Community. Paul Milward agreed to pick a date, gather a
crew, and give it a trial run.

Old Business:
- Both Horizon & Samsula Schools received a $1500 ARRL
Grant to set up a Ham Station for the student program. Both schools were
mentioned in the ARRL Newsletter.
- Mark O’Keefe KI4ZKE would like help to arrange an
outdoor operation for kids, to be located in New Smyrna.
New Business:
- Bill Schwartz WS1C will research possibilities for a
Tailgate Party
- The February General Meeting Program, SKYWARN
Certification presented by Scott Spratt.
- A Committee needs to be set up for the 2009 Banquet.
Maps on the back of the tickets was helpful. Numbered envelopes should be
used to collect the ticket sales monies. John LoCicero K4TUG will send out
letters requesting prize donations.
- Judges for the Squirrel Fisherman Contest are David
Lammers AE4DL Paul Milward NU4C, and John Bisanti KG4ZFU
- There will be a license test Feb 21st 2009
- Placing some of the Club funds into a CD was
discussed. Paul Milward moved the Board investigate CDs and vote at the
next meeting. Second: Bob Ledford WA4IDI Vote: unanimous.
- A donation jar will be set up on the check in table at
General Meetings for donations to the School Project. Paul Milward NU4C
motioned the Club match the donations up to $300 per year for the purpose of
purchasing School Radio Club t-shirts. Second: Bob Ledford WA4IDI. Vote:
unanimous.
- Creekside Middle School is interested in a Radio
Club. David Lammers AE4DL will speak with the teachers who would be
involved.
- Allen Bestwick W1PX spoke to the Board regarding an
invitation from the new Lighthouse Program Director for DBARA Club members
to participate in Event Demos at the Lighthouse. It was determined that he
should address the General Membership at the February General Meeting.
